Office of the People’s Counsel

Project Details

The Office of the People’s Counsel (OPC) is an independent D.C. agency that has advocated for fair utility services for local consumers for 50 years. To commemorate this milestone, OPC needed a special 50-year anniversary edition book that could turn five decades of legal wins, policy shifts, and community impact into a clear, compelling story for today’s audiences.

Brandire’s challenge was to distill a complex institutional history into a narrative that felt accessible, human, and visually engaging. Our team conducted in-depth stakeholder interviews and combed through historical documents and case files to identify pivotal moments that showed how OPC grew from the “voice of the people” into a leader in consumer utility protection and energy efficiency. We then translated these insights into a story-driven structure and design system that paired archival imagery with modern visuals and color palettes to signal OPC’s evolution over time.

The result was a special 50-year edition book, in both print and digital formats, that doubles as a legacy piece and a forward-looking sales tool for OPC’s mission. It is an artifact that not only honors OPC’s past, but also equips the next generation of advocates to understand and champion consumer rights in an increasingly energy-reliant world.
